Stoltz
Development Plans
An Update
Through constructive negotiations initiated by
Citizens for Responsible Growth, Stoltz has agreed to consider
reducing the square footage at Barley Mill Plaza to 1.5 million
square feet from 2.8 million square feet, and lower the residential
tower height at Greenville Center from 12 stories to 6 stories, in
return for community support.
Over the next few months, we will continue negotiations, providing
Stoltz with desired and feasible alternatives so that community
support can be responsibly offered.
On March 3 there is a meeting of the Planning Board of New Castle
County Land Use Department where the Barley Mill and Greenville
Center projects will be reviewed. The review of the Barley Mill
Plaza project is the Technical Advisory Committee hearing on the 2.8
million square foot recorded plan, which will keep the project review
process moving forward. We still expect Stoltz to revise the
filing to reflect the reduced density. The Greenville Center
project is undergoing an exploratory review at the meeting. The
Steering Committee will convene before this meeting to determine
appropriate strategy for community representation.

Community
Leaders Attend
Educational Charrette at Hagley
On Thursday, February 12, Civic Association Leaders
gathered at the Hagley Soda House for an educational urban planning
session that featured presentations by Thomas Comitta &
Associates architects, David M. Culver, general manager of the New
Castle County Land Use Department, and Erik Aulestia of Torti Gallas
and Partners, nationally renowned land use consultants. We very
much appreciate Hagley's generosity in making the Soda House
available without charge.
The session was well-attended and outlined the principles that create
the best mixed-use developments, which will be invaluable in framing
our responses to developers' plans. Civic association leaders
will share the insights they gained with their members to help us
provide Stoltz with detailed and appropriate community input.
